Homeless in Hanover

HANOVER, PENNSYLVANIA -- On Tuesday, October 25, 2011

Someone I know was taken to the Hanover Area Council of Churches
Changing Lives Homeless Shelter on Carlisle Street in Hanover Pa

Where he has spent the past 2 weeks. I have called him daily
and have been trying to help to get some type of assistance.

Lisa Rebert, Administrative Assistant at Changing Lives
was helpful the first week, but her attitude charged.

Unfortunately as you know he is not appropriate for our program so
therefore the decision has been made that you may either pick X up
here Sunday, November 6th by 10:15AM or we will put him on a bus
to York tomorrow AM. If we do not here from you before tomorrow
morning we will proceed with giving him a one way bus pass to York.

On November 11, 2011
I called the shelter to check on him, but this time the
person said, he was not there and could not give me any
information due to privacy issues. "Only that he was safe"

How can a person who has no alcohol or drug problems
but who is down on his luck due to a recent job loss
and eviction because of no income get so lost in the
system? I would have expected Changing Lives Shelter
to have been a Safe Haven for this senior citizen who
has less than a year to Social Security Retirement.

No one will say where he is at or if he is out on the street.
Would appreciate it if someone can suggest a way for me to find
out where he is. Should I call Hanover York County Police Dept?

This sounds like a social services issue rather than a consumer complaint.

Being that this issue really belongs to someone that you know, and not you yourself, you may not be aware of what other issues there may be that makes this person not appropriate for their program. That really is something that you should take into consideration and technically not your business to know unless the person involved was willing to share it with you.

As far as not giving you any additional information, if you were not given power of attorney over this individual I have to hand it to this entity for not releasing any personal information. Had they done so, they would be opening themselves up to trouble with any agencies that may oversee them. If this person wanted to contact you for your assistance or to let you know where they are and how they are doing I am sure this shelter would have afforded him or her one phone call.

I'm sure it must be very difficult for you not knowing where your friend is or how he's doing.
If they were sending him from PA to NY, maybe he told them he had family there or something. I don't know why they would send him to NY and not some other local place for help. Also, you stated you called to check on him everyday, but what happened between the time they told you to pick him up by November 6th, and the 11th when they said he was no longer there when you talked with him daily?

The homeless person in question was to be bused to York, PA, not New York.
