FastCarHire - took our money and didn't pay Budget

UK -- I am wondering if anyone has experienced or heard of issues with affiliate booking for budget car rentals?
We recently hired a car via paying and booking through Fast Car Hire UK to rent for a trip in L. A.
They accepted our money and made the booking supposedly however Budget claim never received the money... so two months after renting the car my account was direct debited for the full amount of the car hire ... again.
fastcarhire. co. uk do not respond to support requests via email or direct phone. their phone line will only provide you a recorded message saying someone will get back to you... this doesn't happen! I have only taken to writing reviews of which I have never done before as we have been able to get zero in term of a response from them through standard communication support lines provided on their site.
After speaking with budget they said my issue needed to be taken up with Fast Car Hire however my question is why does Budget allow companies such as this to carry on taking bookings for them when they clearly are ripping off Budgets customers and damaging the Budget brand.
Look forward to hearing anyones comments or past experiences around this.
