RPS (Regional Parcel Services) Delivers? No They Don't
Posted by Lululaurie on 01/11/2011
I do understand that cigarette delivery through the mail has been curtailed, but I have been waiting one month for delivery through rps service who, on their phone message, says 7 to 10 days after payment. There is no one there that answers the phone, the tracking system is worthless, and the supplier of the cigarettes is not having a lot of luck with them either. This is reprehensible and I paid $25.00 For lack of service? They supplier has tried to make excuses, but this is only from new york to new jersey.

If you are planning on shipping anything, I would not recommend using rps delivers, because as of one month, they have not.

Hmm. I've never even heard of that delivery service. Sounds kinda sketchy. I always go through usps or ups if i have the choice.
Posted by PepperElf on 2011-01-11:
Check your local laws to ensure that shipping cigarettes to the consumer is still legal.

and karlee - although that's true... UPS also won't ship cigarettes to consumers. They only ship them to licensed retailers.

I am 100% in agreement. I too am waiting over a month for a delivery. Their online system doesn't work and nobody ever answers the phone. I've had a doorhanger on my door since December 27th with no end in sight.

The problem is the US postal service won't deliver cigarettes anymore nor will any other reliable carrier. It's so frustrating! I could probably order drugs off the internet and get them faster!
Posted by PepperElf on 2011-01-12:
Maybe, maybe not. Don't forget when you order off the internet they will still have to use a carrier, unless you're doing some self-delivery stuff.

Again check your local laws. Some states allow it while others do not.

NY for example does *not* allow it.
http://www.tax.ny.gov/pdf/memos/cigarette/m03_1m.pdf

Also, this is interesting. If you ship across state lines to a consumer, you are required by law to report the sale to the buyer's State Tobacco Tax Administrator. The Jenkins Act (15 U.S.C. ยง375-378)

anyway before chastising the carrier make sure you're asking the carrier to perform a legal shipping.

I paid for my cigarettes through Indian Smokes on 1-19-11, today is 3-18-11 and still no cigarettes. I have received no assistance from the vendor and nothing but lies and excuses from RPS. I finally cancelled my order and have to wait for RPS to return before I get a refund. This ought to be fun, can't wait. How does RPS get away with this? I was wondering if anyone ever received a dleivery from RPS?
Posted by dotcalm on 2011-03-22:
My order was placed on 1-19 today is 3-22 still have not received my cigarettes, refund as requested or even e reply to my email with 18 reminders.
Has any one ever received a delivery or refrun from the vendor?

RPS has just admitted to losing the 9 cartons of New York State untaxed cigarettes. Can you say "gray market"???

AFTER 3 MONTHS IN TRANSIT RPS LOST THE CIGARETTES. IF ANY ONE WANTS TO GET IN TOUCH WITH THIS OUTFIT THEY CAN CALL 716 876 4875 NOT THE 877 355 5656 TEL# POSTED ON THE RPS WEBSITE AND BEST OF LUCK TO YOU!

Ihave had trouble with this shipping company for the second time. This time it has been quite a while and finally had to contact the cigarette company and have them to get on it. Whether I get the order or not has yet to be seen.

Unfortunately RPS is the only delivery service that will carry cigarettes. I'm waiting 6 weeks and the cigarette shop says that RPS "lost" my package ($125 for 4 cartons) and that this is something that happens regularly. Either they're an incredibly incompetent organization or they have a bunch of thieves on their payroll. I'm thinking it's the latter. And, sadly for the cigarette shop, RPS will not refund them or me for lost packages. According to them, it's our "tough luck". How can these horrible, corrupt people sleep at night?

i used rps/indian smokes got them in a little over 2 wks.

rps is a holding company they process packages another shipping co. picks them up they go to nyc
another takes them to a shipper in woburn mass then to me. we need these "ghost" shippers to protect us for here in mass people got indian cigs and the state sent them a nice fat tax bill!

the senecas to have a stamp on them... and the package says theyre made in canada! but were not paying tax. thats the crime.

remember ryo filling station roll your own carton?
obama f and %#ed us on that! and he used to smoke!
the retailers who bought the machines were screwed
25 grand and ryo offered 5 grand and said your tough luck! nobody can use them now take em outside and shoot holes in em or burn them!
we poor people cant afford 10 bucks a pack!

and during hurricane sandy people had to wait forever due to packages stuck in nyc during the storm. youll get them 2 wks max. the guy there dave said i should get them sooner now. hope this helps.

Have been waiting over one month for delivery through RPS. They claim parcel was delivered on Dec. 4, 2012, but are unable to produce a signature for who signed or where the parcel was delivered. RPS has got the Natives and customers by the balls and if they continue to squeeze, I will file a formal complaint against them. This is unconscionable at this point. RPS is the pits.

My cigarette company that I order from started using RPS when they weren't allowed to use regular mail. I had never had a problem, I usually got my cigarettes delivered a week after I ordered them with RPS. This time, it took them 3 weeks to get my package here, which is only 3 hours away from where I live. I sent them e-mails...no straight answer. Their on-line tracking said it sat in the sorting center for 2 weeks, then a week ago it said it shipped, but it took a week to get here!! Unbelievable. I tried calling and it says "RPS is not available". What kind of company is this??
Posted by delivery driver on 2013-06-15:
rps is presently changing hands to a Seneca management group no other information is yet available
Posted by leo on 2013-06-17:
Thank you for that information, delivery man. I spoke with my Seneca native American reservation today and they said that RPS went out of business and it was about a couple of weeks ago and unexexpected. Bobicat, the native Americans in some cases do pay excise taxes and import fees if importing tobacco.

Used to order 20 cartons of Seneca's and got them through RPS in a matter of 2-3 weeks. This time the cig company says they shipped the end of June and this is Aug. 9. Think I am $700 out. Haven't tried phone, just e-mails which have been ignored. Salamanca is calling and trying to say they should come soon. Will see. The writing on the door hanger is faded from the sun.

Ordered from ITD on 8/8/13 - today is 8/30. RPS website said my order was in the sorting facility - now their website is down. ITD says my package will be delivered. I have waited up to 3 weeks in the past. This is the longest. I hope the companies that ship with RPS. come up with a better system very soon. I'm feeling very ripped off right now.
Posted by Fustrated on 2013-08-31:
Ordered on 8/8/13 and it is now 8/30/13. Website is down, no one answers phone. I'm getting p***ed off.
Posted by HappySmoker on 2013-10-21:
I'm not sure why everyone on here is mising the pattern before them. Let me elaborate. Cigarettes are regulated, heavily taxed and in some cases maybe illegal to ship. at the least a gray area. Seems like the companies that do so are putting themselves at risk and doing everything they can to stay in business with the foot of big tobacco companies, and cut throat attorneys on their necks. That being said.

If johnny smokes 5 cartons a month, and delivery times can take up to 6 weeks. How many cartons does Johnny have to have on hand to not run out of smokes? I say at least 8-9 cartons. Since Johnny noticed the pattern happening before him Johnny always orders when he is down to 8-9 cartons.

Doing anything else is setting yourself up for failure. This is mail order cigarettes. Their convenience is the price not the shipping times. If you want them fast there is always Walmart. I save 60% on my smoking and I always have cigarettes, because I plan ahead. Being unprepared and taking it out on sellers and shipping companies is not the way to make this a stress free way to buy smokes. FYI - Just my opinion. my 3 cents.

Where's My Order?
Posted by MrScrappyDoo on 02/24/2011
Not an easy business to find and it's an untitled service. Not sure what that means.

It's easy to figure out why there ans machine says to leave one message, there not going to call you back weather you leave one, or hundred. It just makes it easier for them if you call once.

I tried this company once and waited 27 days and in that time I was told they came twice when they didn't.
I wont make this mistake again.

I don't understand this post.. lost in translation?
Posted by Mrs. V on 2011-02-24:
It's a business that acts like a 'taxi' but is listed as a 'transport'. They take people to drs apts., airports, shopping.

You uselly have to schedule an apt. with them for a later date AND pay for half the fee upfront.

Most likely the OP paid half the fee and the owner of the transport didn't show up to take the OP to the arranged place and now the OP can't get in contact with the owner nor get their money back.

At least, that's my best guess...
Posted by PepperElf on 2011-02-24:
O. i thought they were a shipping company.

Some other poster was talking about getting cigarettes delievered by them.

is this some kind of taxi/delivery service then?
Posted by Mrs. V on 2011-02-24:
I believe this one does both. Transport and deliveries.

Delivery Services
Posted by Kris414 on 02/23/2011
I CANNOT UNDERSTAND THE NEGATIVE REVIEWS FOR THIS SERVICE. I WAS TOLD THE ITEMS WOULD TAKE 5-10 WORKING DAYS FROM THE TIME PAYMENT WAS PROCESSED. WELL I WAS REALLY SURPRISED THAT I GOT THE PACKAGE IN 3 DAYS. I FEEL VERY SATISFIED WITH THEIR SERVICE.

Glad to hear it. Your CapsLock key is stuck.
Posted by PepperElf on 2011-02-24:
i never really trust reviews that start off slamming other reviews for being negative.
Posted by Alain on 2011-02-24:
Between that and the CapsLock problem it certainly does lack credibility!
Posted by Anonymous on 2011-02-24:
So, this reviewer actually got their cigarettes. Good deal.
Posted by PepperElf on 2011-02-24:
not to mention ... it's not legal in some states.

NY for example has banned shipping cigarettes to end-customers. you can only ship to licensed retailers.
Posted by MrScrappyDoo on 2011-03-02:
It's amazing how many people out there don't even care about the message, there only intent is to correct you and recite the law.I'm sure some one will say that's not all!'we also poke fun'.
Posted by dotcalm on 2011-03-18:
I think RPS wrote their own review. FYI it is legal to sell cigarettes from Indian Reservations in NY, it is illegal to ship them via USPS or courier.
Posted by bacicat on 2011-06-20:
RPS has been okay for me up until now..my May order is weeks late. Sad that the Gov't bans cigarettes from Reservations...but we all know it all about the $ and lobbiest. I only buy Indian brands,.not in stores.
Posted by delivery driver on 2013-06-13:
the bill of rights says all people are created equal. what gives the government the right to overtax cigarette smokers when smoking is legal. the thief is the government. they are the ones breaking the law.
Posted by leo on 2013-06-17:
Is it true that RPS is closed for business? It is not illegal to ship from a reservation, has been fought in the courts for years and in N.Y. the shipping was limited to 4 cartons. In the past years the govt. including former N.Y. governor Spitzer requested Visa, MC, etc. to voluntarily not process charges for cigarettes from reservations. Then asked UPS and FedEx to not deliver. They stopped. As far as USPS, they also stopped but don't know if they passed a law. The native Americans are sovereign nations and the govt. has continued to deny their rights.
