Qwest Complaint - Great Savings or Is It

Where I live QWEST is the only phone and internet service I have access to. There is no other land line company serving my area or cable company for cable internet.
The other day I call up to see what I can do about the cost of my phone services.
Low and behold they say that there is this new 5 year price guarantee that will save me $7 a month on my current total bill. No Contract.
The next day I call up about an internet connection problem that has been habitually taking place for the last week or so.
Seems that their equipment can't handle the increased call volume in the area, so they are working on putting in new equipment. This means that I will be having intermittent internet connection problems until they get it finished.
It also is the reason that I am not getting the higher internet speed I signed up for in April at $10 more a month..
Right now I am averaging between 2.5 Mbps to about 3.5 mbps with the highest seldom reaching 4 Mbps. I am supposed to be getting up to 7 mbps. This means I am barely getting 1/2 of what I am paying extra for.
It will be somewhere between 3 months to 6 months before I will be getting the speed I signed up for.
Now here is the zinger. I can drop back to my old deal of 1.5 mbps, but it will cost me the same under their new plan.
Ok my bill went up $10 a month because I added the higher internet speed which I am not getting. But now QWEST is giving me a 5 year guarantee package that will save me $7 a month.
Yet I am still paying an extra $3 a month for a higher internet speed that I am not getting
Something wrong with this picture isn't there...
