T-Mobile Web Connect Complaint - T-Mobile Web Connect Isn't Working

I purchased a Dell Mini Laptop from T-mobile in January 2011. This was added on to my cell phone bill. Every since I purchased this laptop the service (T-Mobile Web Connect Manager) hasn't worked properly, the computer keeps shutting off, it won't connect to the Internet majority of the time. T-Mobile claim that I signed a 2 year contract for the web connect but, I did not. T-Mobile refuse to fix this problem but, still charge me 39.99 a month. On this day 8/12/2011 this laptop still isn't connecting to the Interent and T-Mobile will not assist me in getting this problem solved. I do not want T-Mobile Web Connect service or this laptop, it's no good. They will not take this computer off my bill and let me out of this. They will charge me $200.00 cancellation fee of which I never signed a contract for this T-Mobile web connect manager. I want out!!
