So is the problem with FrontLine or the fact is was purchased at Budget Pet Care?
There are complaints on various forums that some users of FL for cats have found it suddenly ineffective in the past few years.
Personally, I buy my flea meds straight from the vet, which gives me confidence they are fresh and I could question them if a problem comes up. It costs a bit more, but it gives me piece of mind that Kujo will be happy.

It's a FL issue but it's caused by an increased resistance to the active ingredients on the part of the fleas.
Best course of action is to talk to your vet or groomer about what is effective this season. Sometimes it can be beneficial to go back to old-school methods (google naturopathic/herbal flea control) for a season or two as it can work if the fleas have lost their resistance to it!
The resistance occurs because not all fleas are killed by the active ingredient because they have their own natural "immunity" (just like some humans survive super-flus while others die). These fleas that survive breed with other fleas that also survived so now you have offspring with TWO "immune" parents, greatly increasing the probability that they too will be "immune". So it is inevitable that ALL flea treatments will eventually stop working unless the manufacturer continues to develop & evolve their product to keep up with this natural resistance cycle.
Not that it doesn't suck that you've forked out for a 3 pack that didn't work but it's not the retailers fault in this case!
