With cash, and he couldn't pull up my account without a bill. That's funny my agent does it all the time, he doesn't have a bill and account number in front of him when someone calls on the phone.

He told me I could go get a money oreder, or pay by debit. I just came from the bank why would I want to go back.

The only reason I can fathom that they could not bring up your account is some kind of a privacy issue. Was this account in either your name or your boyfriend's?

As for paying with cash, I've never tried to do that. It may be that the insurance company forwards your payments to a main processing center (mine does), and or course cash couldn't be sent. While cash is king in most places, I can see that insurance agents would not normally have any reason to handle it, other than a customer without a non-cash method of payment.

I know my dentist office does not take cash and the reason being is it is an easy target to be robbed. They were robbed a few times after hours and therefore will no longer take cash. Maybe that is why the agent did not want to take cash.

As others have mentioned about cash, another reason is that it's too hard to track. You say that you paid while someone else pockets the money and says that you didn't pay. At that point, it becomes their word against your word.

Right there on my dollar bill it says "this note is legal tender for all debts, public and private". In fact it's that statement and the LAW behind it that gives this paper any value at all.

You could get cute on this because if somebody refuses US currency for a debt enumerated in US currency then technically that debt becomes unenforceable but eh that's kind of thing to peruse when you're really bored and got too much time on your hands. If it were me I'd pony up a check of some sort but you do have a legally valid complaint.

The agent could have also been protecting himself. The OP admitted to not having the account number and seems the agent was not comfortable taking cash for a bill that he is not sure was really the OP's. The OP should have had some proof as to the account number, especially if they were paying cash.
