Frontier Communications - What can I do when my contract is unfullfilled?

FORT WAYNE, INDIANA -- On January 7th, 2012, Frontier mistakenly disconnected 'my' home service when I had called from my parents home to have 'their' service disconnected (they, nursing home, me, POA). Long story short, it's been a mess ever since. We still do not have complete service back, are continually getting charges for $400.+, $500.+ monthly bills. Can get 'no' calls back when each 'tech' has said they will do a follow-up.
Even talked with a supv ('lead') this last time and still rcvd a $546. bill saying we've been charged for every long distance call (have had free long distance calling since being w/Frontier). Can't call out long distance anymore on land-phone. Rings busy to # we're dialing other than toll-free #'s.
Really, extremely, a very disgruntled customer at this time. Computer still not right. Have remained very calm when on phone because I've always had a seemingly 'concerned and sympathetic' tech.
Can't say that I'm locked in to a contract that isn't being fullfilled, just beginning to look towards the right direction/approach to take!
