DirecTV - Bogus Cancellation Charges!!!

PHOENIX, ARIZONA -- Had DirectTV at our home in Strasburg, CO. Moved into a townhouse community in Westminster, CO with full intentions of transferring services. Had two technicians come out at two different times and were told by both of those DirectTV employees that because the satellite could not be installed that they would waive the cancellation fee. Called to follow up customer reps said everything was fine and that there were in fact no charges and our account would be closed. Two months later got a bill for the 110.69, so we called, submit a personal letter explaining the situation, then per their request had our landlord submit a letter stating that a satellite could not be installed. Followed up again and was told everything was good and the account would be closed. Now almost 6 years later we get a collection notice and DirectTV reps (and I have talked to at least 6 different reps because no one seems to understand what is going on) want to tell me that no the cancellation fee shouldn't have been waived ~ okay ~ well it isn't our fault that we were told by multiple DirectTV employees over 5 years ago that it would be waived. Can not get supervisors to call me back now and when I call back I am put on hold for more than ten minute increments.
