Budget Car Rental - Don't Do the Prepay, Unless You Are Absolutely Sure You Are Going to Rent

NEW JERSEY -- I paid for a prepay rental for Budget Rentals and the disclaimer that is used that you can cancel your rental and receive a full refund with processing fee of $10.
I quickly did the prepay to seize the deal; however in an hour I needed to cancel because I found a cheap flight. When I canceled the rental and I paid with a debit card, they stated it will take seven days to refund the money. Isn't that way to invest my money and I didn't receive any services. I think there should be a law against the company holding the payment for no reason. The rental agreement didn't take place.
Please blog on legal aspect.

You were letting them use your money anyway when you agreed to prepay for your rental car and you didn't have an issue with it at that point. Next time, I respectfully suggest that you look at all your options before you make arrangements and be thankful that you are getting your money back at all.

With a debit card, they really didn't have your money yet. It was still in sort of a limbo type thing, or a pending item, if you will. They have to actually receive your money to refund it.

This is not unique to Budget. If you use your debit card a lot and ask for refunds, you will encounter the same. You have no legal recourse.

Unless you can predict the future, the best advice is to never prepay. Just too many things can go wrong. The discount isn't worth it.
