USAA Bank - Where's my $0.98?

SAN ANTONIO, TEXAS -- I purchased an item for $254.98 in July; The next day, I returned the item and the company issued me a refund back to my American Express Card. When I looked at the refund amount on my credit card statement, it was for $254, NOT $254.98. I called USAA Bank, the card issuer, and a representative in the credit card department told me that they don't issue change when they apply refunds! They only issue whole dollar amounts! Strangely enough, I had a return of an item from Best Buy for $26.71 the same week. Showing on my statement 3 transactions down was a refund of -- $26.71.

I've never heard of anything so ludicrous in my life: If a refund has change involved, what is the problem with returning exactly what the refund should be. USAA can do this several times a day and make hundreds of thousands of dollars on return transactions. Yes, it's only 98 cents -- but it's MY 98 cents, not USAA's.

Keep after them!! They should not be making almost a dollar on your return.

I was a little confused. Did you confirm with the retailer you purchased the item from that they refunded the entire amount. I was confused by the fact you stated the refund was issued to your AMEX card, yet you called USAA as they were the card issuer???
