CALGARY -- When I signed up for a Capital 1, they told me I could apply to have the 23.5% interest rate lowered if I made payments on time for 6 months. After 10 months of good payment history, I asked for a lower rate and they still said no and that they'll do a random review when they feel like it and there's no way of knowing when.

They told you that you could *apply* to have the rate reduced, they made no guarantee that they would grant you the reduced rate. Technically they didn't lie, it just didn't work out in your favor.

As the first reply states, they didn't tell you that your rate would be lowered after 6 months. The way credit card banks are, I think it is fair to suggest that your rate may never be lowered. Or, at some point it may be. Sadly, there is no way for you to know ahead of time when/if you may qualify.

I once knew a chap who said that dealing with credit card banks is like dealing with snakes. He was right in a way - the trick is to try not to get into a situation where you are carrying a balance. Once you do you are at their mercy.
