Ebay Horrible Customer Service Can't Understand English

SAN FRANCISCO, CALIFORNIA -- Since outsourcing their CUSTOMER SERVICE to overseas, they can't answer direct questions about anything. When I directly ask them to explain an item they refer back to a script. The customer service person is unable to understand anything. I have tried over and over for several months to get direct answers about the 5 star feedback rating. He did say that they only count the negative feedback not the positive on the 5 Star Rating. That is prejudicial to the EXTREME! It is effecting 100,000's of sellers across the Ebay Selling World. Yet, they will no longer follow through on a seller complaint about a buyer that won't pay for an item that they have purchased!
