USPS.com - Tried Paying W PayPal. Told Service Is Not Available. Frustrating Waste of Time

I tried to ship a small padded envelope to a friend. Thought it would be faster to just print out a label online. First, regular mail is not available online, so they direct you into Priority shipping prices which are double First Class Mail. OK, fine, I will save time and just do this and drop it in a mailbox. I set up my account, entered all the shipping info, determined which size package I had, weighed it, and went to pay using my long established PayPal account. While I patiently waited for at least a minute and a half...as it "processed the payment"... I get the message that "Sorry this service is not available". I don't know if I will be billed, and all the history of the information I just entered was gone. I could not even try again with a different method of payment without going through everything again.

I called the customer service number which is a joke. The recorded system kept trying to ask which country I wanted to ship to. Then, after shouting "customer service" into the phone in frustration...I was going to complete this transaction if it killed me... finally a customer service person came online. I told her my problem. It was obvious she was following a manual of guidelines. She finally came back with the brilliant answer that she read to me...."contact PayPal". I said thank you and hung up. It is not my policy to yell at people who are simply working and doing a job. But its no wonder this institution of our government is over budget. I'm going to try UPS. Thanks for letting me vent.
