Time Warner Cable Milwaukee - Horrible Customer Service

MILWAUKEE, WISCONSIN -- I called for service due to a cable box/reception problem. I was given a one hour window 11-12 for the tech to arrive and was told he would call 30 minutes prior to arrival. I explained this was good because my office is 15 minutes away. I would be there waiting except the last service I received the tech arrived one hour after the schedule. TW called at BAM, I left the office, at 11:05 the tech called, I told him I'll be there in 3M. When I arrived, yep, NO TECH. I waited an hour thinking maybe he was on the way, then I called TW. No, he was there and left. I was THEN TOLD, they are under no obligation to call, they are under no obligation to wait, reschedule. OK, but why was I not told this when the appointment was made??? In fact, I was offered the 30 min call. Insult to injury, I have been dealing with cable box problem for months.
