On Nov 11 I walked into a 7-eleven store in Macau, China, asking to have a coin changed in to smaller coins. I got the answer "only if you buy something". I would like to know if this is the official 7-eleven policy or if it is just the lack of courtesy and helpfulness of the personnel at this particular franchise (Rua de Campo, Macau, opposie Macdonald's).

It's certainly no policy I've heard of here. It's sounds like the clerk wasn't interested in any goodwill and probably wouldn't spit on you if you were on fire.

Could be a loss prevention thing - some retailers set up their cash registers so they can only be opened in the event of a sale - in theory, it lessens the chances of employee theft.

It could also be a way to prevent a robbery. Once the register is open the person could rob the clerk. Besides, 7-11 is there to sell things they are not a bank to make change.

A lot of places have the same policy for the same reasons as listed above. The clerk was certainly under no obligation to help you.

Convenience stores are not banks, if you need change, go to a bank. Alot of times, everytime a cashier opens the till, out prints a no sale, and alot of the stores have to record why the drawer was opened and no sale was made.

Sure it could be a theft deterrent but all you would have to do is pick up a pack of gum to get them to open the register. It's not a big deal to do. Back in the day it was done all the time with no big hassel or suspicion. I see it done at local grocery stores even now. The guys was just lazy and didn't want to be a good samaratin. Plain and simple.
