Several Companies Complaint - Billing - all services

SYRACUSE, NEW YORK -- Why is it that the new billing scheme is to either charge you twice and then IF you notice it say they are profusely sorry and they will refund the extra money charged-after of course a reasonable time where the money can be put into an account and acrue interest. This happens in a lot of different ways in a lot of different businesses. I had a complaint with a orange grove that did this without fail each year (I no longer buy from them) it happens a lot with banks,now I have a complaint about a well known retail store for telling me online month after month that the amount of money I owed was over $80 more than what I really owed. Is this latest on scaming the public. Charge them more then don't keep it but put it in the bank to acrue interest and nobody will be the wiser but the store will be money ahead using other peoples money as an investment to accrue interest?
