Pay Pal Complaint - PayPal Dispute FREEZES Whole Account
I made a purchase on eBay and only received half of what I paid for. When I filed a dispute with PayPal (whom I used to pay for the auction) they told me I shouldn't have used the "Item Not Received" dispute as I did get half of what I had ordered. I was told I should have used the "Not as Described" dispute.
I, of course, went to file a new dispute under the category they told me. Turns out I had my one chance at filing a dispute for this item an they would not allow me to file another.
There was no way I was going to lie down and loose $500.99 so I sent my credit card company the information - including a Police report and a complaint filed with the US Postal Inspectors. My credit card company promptly sent me some paperwork to sign, I faxed it back, they reviewed the case and found that my claim was legitimate and issued a chargeback for only half the money as I only received half the merchandise.
PayPal has now frozen my ENTIRE account, not just the $500.99 that is in dispute, but over $2000. The account has been placed in what they call Limited Status and all I can do is receive money, but I can withdraw nothing.
This has been since Dec. 7, 2006. I sell quite a bit on eBay and all the money for the things I was selling before I knew they had limited my account went through PayPal and was frozen.
I have called them, but you can not speak to anyone in the dispute department via telephone. It must be through either fax or email. I have emailed them all the documents they have requested and faxed them to them on multiple occasions. I have heard nothing from them. When I call the main number a service rep. just gives me the email address.
I'm really thinking it's time to get a lawyer involved. Anyone else have anything like this happen with PayPal? Let me know what you did to straighten it out!
