Winestuff.com Complaint - Item Not Shipped - Wine Decanter

I received a wine decanter for Christmas and returned it for a different style. It was received by Winestuff.com on January 2nd. After three unanswered emails, I called them (01/15). The wine woman told me she had not received the paper work from her warehouse, but then managed to "find it". The wine women gave me a tracking number and promised that it would ship that day. I have tracked the package for 4 days now and it has not left their facility. Today I called and she claimed it was on their dock and would be picked up today. Today is now over and UPS has told me that the item has not shipped. Tomorrow I will have my sister file a complaint with her credit card provider for a refund. DO NOT BUY from these people, they are not professional and frankly dishonest. Not to mention cocky and rued.
