Town of Prospect Informative - Unsatisfactory results for requesting an account opening

PROSPECT, CONNECTICUT -- Today I tried to open an account for my employer,
the Mayor of Prospect, and the organization is
the Town Hall of Prospect, CT. It took an hour
for me to be connected to the correct party. When I was finally given the number (among about 4 others first)I was disconnected. I called back
again and again it took two or three connections
after going through all the options of choice,
and finally i got a live person. I wanted to open
an account giving the person I spoke to all the
information he needed to know. The Town of
Prospect had a credit card account with your
company for a good many years. We have purchased
computers, printers, and supplies. I was told
my purchase of cartridges for my printer would be
taxed. I explained to the person on the phone
we were a municipality and do not pay taxes. He
told me he had to have a copy of the certificate
and could I fax it to him. He had to charge me
for taxes until he received a copy of it. I wanted to fax it but he said the fax machine was
not working and it would take a few days. He
would process the order and wanted me to email the
certificate. At this point, I was very upset.
All I wanted to do was to open an account, fax
the certificate to access my order of $233.00
plus the $14.00 for the tax. I was on the phone
for an hour. I was so disgusted I told the
operator to forget the whole transaction. You
have not only lost an order, but if you look it
up, a very good customer. I have never seen
such unforgiving lack of service to a customer.
I work in an office and I would be fired on the
spot if I treated anyone in the manner I was
treated today. YOUR ATOMATED SERVICE IS OUTRAGEOUS! THE FINAL STRAW WAS THE OPERATOR
I DEALT WITH FAXED ME INFORMATION TO OPEN AN
ACCOUNT AND HE SAID THE MACHINE WAS NOT WORKING.

I think I got it. Aires is trying to open an account with somebody for the town of Town of Prospect. But then he lost me when he said they had an account and to look them up because they were a very good customer. If they were a very good customer then why was he opening a new account? Maybe a new account to skip paying taxes?

I love these posts where your detective skills come into play just to try and figure them out.
