Green Giant Informative - Ice all over vegetables

Why is there ice all over the Green Giant frozen Vegetables. Is this something to make the vegetables weigh more so they make more money?

There is ice on the frozen vegetables because water turns to ice when it freezes.

You can tell these people never buy frozen vegetables or probably don't even cook. I have had similar problems with different brands including Green Giant. I am told that when the product is allowed to thaw then refreeze, it accumulates the extra ice causing freezer burn.
Some grocery stores are a lot worse than others.

Could be because someone took it out of the freezer, put it down somewhere else ~ then an employee put it back in the freezer half frozen and the ice formed that way.

Green Giant Frozen veggies come already in a package. They are all approximately the same weight and they are all the same price. It's not like you pay by the pound and the cashier weighs the bag to determine the price so your incredibly stupid conspiracy theory doesn't pan out.
