CentralR.com Complaint - Reservation not honored; no refund of deposit

I booked a hotel suite at the Hotel Borges in Lisbon, Portugal through CentralR.com, an international hotel booking service. They took a deposit from me at the time of my reservation based on a % of the room rate. Upon arrival at the hotel, only a standard room was available. I notified CentralR.com however the deposit was not refunded. They note that the deposit is not refundable. Understandable in many cases but when my reservation was not booked by CentralR as requested, all bets are off. I should have been refunded the $93.87 deposit. Services were not rendered. CentralR has not responded to my requests. I am now taking this up with my Credit Card Issuer.
