Cablevision/Optimunvoice Complaint - Overcharge

NORWALK, CONNECTICUT -- The optimun voice service of cablevision charge the customers since we start to dial the telephone number (international) we had charge for 3 seconds, 15 seconds, etc that is the time that usualy anyone use to dial a number, they start to discount your 250 minutes even if you do not comunicated, like the number is busy or ring and nobody pick it up or just the call not going thru.
They insisted that have to be like that, so the are laying to the customers when offered you 250 minutes, because that is not time of conversation, is since you start to dial the number, please if we sent complaints to the fcc.Gov they have to stop this situation.
