Dodge Complaint - Dodge neon electrical fire

PORTAGE, WISCONSIN -- As a consumer from your state, I felt it was my responsibility to bring to your attention the following incident.
In the year 2000 I bought a 2000 Dodge Neon from Dodge Jenkins in Portage, Wisconsin.
I paid aroud $16000 for and was going to pay for it six years.
Any way on Sept., 4th 2003 my neon had an electrical fire. The car hadnt been driven very far at all that day and when the fire started it was turned off(everything was off).
The keys were out of the ignition. Luckly I was not in my car.
Any way my insurance toltaled the car out.
They are only going to give me around$1800.
The car has 80000 miles and after what the insurance covered I still have around $4000 to pay.
I would like to point out that, I have had electrical problems with the neon befor and had the dealership fix it.
I feel some what screwed.
As a resolution, I would like the following:
I would like at least Dodge to pay the rest of my car off.
