A Bungled Checking Account - Complaint

MOUNTAIN VIEW, CALIFORNIA -- It was supposed to be a simple process:
I went to a local branch of Bank of the West with the intention of opening a checking account.
I wish I hadn't!
It stared after waiting 10-15 minutes for a clerk to become available to assist.
The clerk was very well mannered, pleasant and respectful but I struggled to understand her heavily accented English.
The process was long and painful and she took a full hour to set up the account.
When I arrived home, I got a call from someone ( a manager, not the clerk) at the bank telling me that the account had not been set up properly and that they required 2 signatures from me. She asked could I come back to the bank and sign the papers.
So I have no choice but to go back to the bank and sign the darn documents.
I find dealing with banks a clumsy process at best but I don't understand why in this day and age it takes such a looooong time to set up a simple checking account and still get it wrong!
Perhaps the clerk was a brand new employee and I was her first ever real-life client after her training? If this was the case, then I don't understand why the manager who called me didn't have the decency and the humility to simply admit that the clerk is a new employee learning on the job.
Anyway I am venting here instead of to the bank manager, because the clerk is probably in enough trouble already :)
