CARS program Informative - Be knowledgeable when using the CARS program

If you are purchasing a new car and trading in your one under the CARS program, be aware of the following. Many dealers are requiring that the customer sign a statement giving the dealer the right to collect the program credit from the customer if the government does not pay them. Under the program rules they cannot do that. Refuse to sign. If they remain adamant have them go to this and read it for themselves - http://www.cars.gov/faq#category-03-5

Would the be able to enforce it if they tried?

Probably not. When a dealer registers for the program they have to abide to the rules.
