Because the author of the review chose to click the box that says "disable comments" before publishing their review. Or they disabled the comments after posting the review.

if there are no comments in the review the OP - original poster - most likely disabled them from the start.
you can also disable comments after people have started to comment.
usually that's done when the OP is offended that the people replying didn't agree with his or her complaint, etc
