NORTHEASTERN PENNA., PENNSYLVANIA -- We started a loan process in March 2009. Cost was $19,000 by the time we signed it was doubled less rebate (a joke). State is in on this and refused to answer questions from the first one asked in July 2009 to this date June 22, 2010. We have the System but it does not function. three rooms do not get heated. We called, wrote but AFC First never came and will this November...bit late???
Do not know Statute and would like to know. yard was destroyed, flowers, shrubs, railroad ties. Weather is now hurting us getting our excavator here since spring 2009. he would not touch work site. Holes, mess. DEP would not come...erosion, sediment, no silt fence, could not grow grass as they didnot pull out until ground froze.
Thermastat is along one vent while another is above it. Contractor a State Authorized ...joke...refuses to fix situation but blames location due to a small woodstove in basement. I did not put thermastat in. Unit should run efficiently at 68 to 74 according to others who put them in.
a small bathroom has no heat so had to keep electric baseboard, makes no sense. Two bedrooms also inefficiently heated or cooled.
All new insulation, walls, floors. New ceiling going in, trying to finish remodeling but cost to run house with new system, cost of loan from first contract to last one...outrageous. We are paying for not heat in three rooms. Compained since Dec to Loan Departments and State Officials. Nothing done. Asked Envision for BTU output for the Unit in here. Refused to talk to us.
We are looking at other systems others have and will take pictures. We have been duped by State Program known as Keystone Help and their Partners and Contractors. State Program is only as legal as the people running it. Anyone else having problems that we should get our voices heard because winter is coming and there are more people who could be duped this year. if anyone knows what we can do please let us know
