Staten Island Cable - Time Warner Complaint - When Time Warner don't respond

Since 2007 I have a problem with the neighbor next door jacking into the pole for free cable and internet
To tell you the truth I don’t really care what he does, but every time he connects to the switch I lose my phone, cable boxes lock up, and my internet disconnects all day, whatever he is using to steal cable with is interferes with my service so I tried to complain to Time Warner about this and I got the run around I can’t press charges by myself it has to be the cable company the fraud department told that he would have to do it numerous times before they take action, well this the fourth time and nothing is done so I did a search on Franchising authority for New York and came up with a city agency that controls Time Warner

Now remember I have had this problem on and off since 2007 called cable a dozen or so times and nothing I typed up a compliant at 3:00 pm and guess what at 6:00 pm I got a phone call from a manager at Time Warner in response to my compliant ROFL I guess there will be fined. Hope this helps
