I recently purchased laptop power supplies from a Chinese firm that had an American web site. Nothing on the website indicated the company was in China. I used Paypal. I received the power supplies but they were under powered and I could not use them. They were different than advertised. The Chinese company told me they would send new labels to change the power rating and that I should just glue them on! This is fraud and is illegal! I notified Paypal. Paypal did nothing about the fraud, I sent the supplies back with a tracking number. It will take 2 months to get to China because of the system there. Paypal decided that one month was enough and closed my dispute resolution case. I am out $100 for the supplies and $35 for the shipping. Had I purchased the item using VISA I would have been refunded without question. Paypal is in the same bed as frauds and criminals. Paypal does NOT protect the consumer, especially where it involves Chinese firms which is the largest money making growth area for Paypal. Paypal does not allow sufficient time for parcels to be returned. Paypal does not allow sufficient time for you to respond to their questions. Paypal continues to knowingly support fruadulent firms and tramples on the small consumer. Sooner or later the readers of this review will get caught in a fraudulent transaction and will experience the loss and frustration that I have. Beware of Paypal. Use Amazon.com as Amazon lets you use VISA. Stay away from companies that only use Paypal, there is a good reason they can't qualify for VISA or Mastercard and only Paypal will do business with these criminals. Remember, Paypal does business with anyone. How secure is that?

I no longer use Paypal due to fraud issues also. And trying to get a live person in customer service is very difficult. I hope that there is a chance your money will still be returned to you, once the items make it back to the seller in China.

Good review. This is a good reason to NOT use paypal other than in certain situations. I never really trusted websites that aren't able to take credit cards, and only accept paypal.

Just a suggestion - it might be a good idea to post a review of the website you bought from to give other customers a heads up about their location and the products they sell.

Wow, Im suprised by this. Normally Paypal sides with the buyer on almost every occasion. Im surpised they didnt refund you even though they didnt get the items back. And you are right. If you paid by credit card, you could dispute the charge and paypal would have found it in your favor. goes to show paypal could care less about integrity of buyers or sellers, its whatever the most easiest and money making way out.

This is a good reminder to be very very careful when buying things on the internet.

Now you may be out both the power supplies and the money, which will be even worse.

After coming back from a trip found charges from paypal on my card. I do not have a paypal account. I called paypal and they wanted me to keep my credit card open while they investigated. I promptly called the credit card company reported it and told them what paypal wanted me to do. My card was cancelled and a new one sent out. Never heard another word from paypal.

It does not normally take 2 months unless you ship something first class. When dealing with paypal internationally you need to eat the cost and go priority or UPS so you can get tracking and prove it was sent and delivered. It sounds like you did not do any of that so paypal can NOT side with you.

Ytropius, you are correct about shipping with delivery confirmation, however priority INTERNATIONAL does not offer that service, you have to use priority Express. If the OP shipped 1st class mail for $35, I can only imagine how outrageous express mail would of been!! Obviously the OP should of shipped using express mail but I can understand why he chose not too.

When using paypal, you should always always always pay with a credit card. Don't use paypal funds or a debit card! That way, if something like this happens and paypal refuses to refund your money, you can dispute the charge with your credit card company!

Not true, tracking is available to a lot of countries for priority international. http://www.usps.com/international/sendpackages.htm

When you buy from or sell to international destinations you need to be willing to take these risks, or pay out the butt for return shipping with proper tracking.
