While it is a debt over 10 years old it is not illegal to collect on it......debts can be collected on forever if someone is willing to pay. Companies can also refuse to render services for an old debt even if it is past the statue of limitations for legal collection measures. Did maybe someone steal your identity? Do you recognize the address where the service was? If you didn’t live there and didn’t hook it up go to the original company and file an 'ID Theft Report' and they should be able to clear it up with simple proof of your legal address during that timeframe ( taxes, copy of a bill, paycheck stub, ect) .
