7 Eleven Complaint - Cashing Money Orders

Why is it 7-eleven can sell you money orders but refuse to cash them out if you decided you didn't need it.

If it isn't made out yet just make it out to yourself and cash it. Normally refunding mo's minus the purchase price isn't an issue with a receipt and proper ID.
If it is already filled out, you usually write on the back that it was not used for its intended purpose, and fill out a claim form to be reimbursed.
Ask the manager of the 7-11 where you purchased it why they won't refund it.
